A Malabon City councilor withdrew a proposal to require motorcycle drivers to get police-issued clearance stickers.

Councilor Paulo Oreta, who sponsored the measure, said the proposed ‘Clean Riders Code of 2019‘ was withdrawn for various reasons, including “unanswered questions.”

“One of the reasons was, there were some unanswered questions,” Oreta said in Filipino, “Including, what about motorcycle drivers from nearby cities, like Navotas, who are just passing by Malabon? Will they also be fined?”

He added that there was also a lack of funding for the police to issue the said stickers.

Oreta said that he proposed the ordinance after officials from Philippine National Police (PNP) suggested it, as one way to prevent crimes involving motorcycle riders.

“Based on the report of the PNP, from the period of January 2018 to February 2019, there were a total of 464 cases/crimes involving motorcycle-riding suspects committed in the National Capital Region,” the document read.

However, he explained that, the proposed ordinance was withdrawn following the first reading after a committee assessment.

Under the now withdrawn ordinance, motorcycle drivers, plying routes within the jurisdiction of Malabon and found to be without “clean rider” stickers attached on their vehicles, shall be fined accordingly.

First time violators would be fined P5,000; second time violators would be fined P10,000; while third time violators would be fined P15,000 and be recommended for revocation of license.
